2003's so-called "reform" of Texas' medical malpractice laws have exacted a high price from some of our most vulnerable citizens.
Since recoveries on damages in such cases (not including economic damages) were capped in 2003, both the very young and the very old, those who have either not reached or who have passed their wage-earning years, have been shut out of the courthouse.
